In a major step towards digital transformation, the UAE Ministry of Human Resources and Emiratisation has announced the successful automation of nearly 13 million transactions in 2025, eliminating the need for human intervention through advanced AI and automation technologies.
One of the most groundbreaking developments is the overhaul of the labor permit quota system for establishments. Known as the “quota” or “kota” system, it has been re-engineered using artificial intelligence to streamline operations, reduce paperwork, and better predict workforce needs. The result? The processing time for certain quota requests has dropped from 10 days to just one second.
Smarter, Faster, Data-Driven Decisions
This AI-driven system now proactively allocates initial labor quotas to businesses by analyzing real-time data about each establishment’s operations and workforce requirements. For requests involving additional quotas, the system uses predictive models to assess business needs and automatically approves eligible requests. Only in cases where the AI deems the request exceeds predicted needs does it escalate to a human committee.
Since the system’s revamp, around 900,000 quotas have been issued between January and October 2025. In parallel, over 11 million transactions have been processed using AI and automation tools.
Major Reduction in Manual Work
Between February and October alone, the system automated 175,000 out of 310,000 requests, reducing human workload by 56%. This automation has led to a 99% reduction in time spent reviewing and approving requests that don’t need manual oversight. Instead of days or weeks, these approvals now happen in a second—drastically improving operational efficiency.
Continuous Learning and Improved Accuracy
The new system isn’t static—it’s built to learn and evolve. Using machine learning, it analyzes fresh data from businesses and adjusts its predictions to more accurately determine labor needs. This leads to smarter decisions and continuously improving results over time.
A Broader Strategy for a Smarter Government
This initiative is part of a larger, sustainable digital strategy by the Ministry. It’s leveraging the UAE’s strong digital infrastructure and enhancing staff capabilities to ensure smooth adoption of AI tools. The system is also integrated with other government platforms, offering businesses 24/7 seamless digital services.
By embedding AI deeply into its core processes, the UAE continues to solidify its position as a global leader in smart governance, ensuring that services are not only faster but more reliable, data-driven, and responsive to the needs of modern businesses.
