Dubai Residency Becomes the First Government Entity Globally to Achieve 7 Stars in Institutional Innovation Maturity

In a new achievement that reflects Dubai’s advanced position in developing government work based on innovation, the General Directorate of Identity and Foreigners Affairs in Dubai, known as Dubai Residency, has received a seven-star rating in institutional innovation maturity, with a score of 9 out of 10, according to the standards of the Global Innovation Institute, GInI.

This classification marks an important milestone, as Dubai Residency has become the first government entity, locally and globally, in the immigration and passports sector to reach this advanced level. The achievement reflects the maturity of its institutional system and its ability to turn innovation into a sustainable practical approach.

The achievement comes as a result of an integrated institutional approach adopted by Dubai Residency in managing innovation. This approach is based on clear governance, empowering talents, developing ideas, and transforming them into practical initiatives and solutions with a direct impact on improving services and enhancing the customer experience.

The assessment was based on a comprehensive global framework that measures the maturity of innovation within institutions through several key pillars. These include innovation governance, institutional culture, future readiness, knowledge management, human capital empowerment, and the organization’s ability to transform ideas into tangible results that contribute to improving performance and services.

This rating highlights Dubai Residency’s success in building an integrated innovation ecosystem. His Excellency Lieutenant General Mohammed Ahmed Al Marri, Director General of the General Directorate of Identity and Foreigners Affairs in Dubai, affirmed that this achievement is an extension of the vision of the wise leadership to establish innovation as a working method within government institutions. He noted that what has been achieved reflects an integrated institutional journey built on teamwork, human empowerment, and anticipating the future through practical solutions that create a real impact on the customer experience.
