Dubai Leads the World in Attracting Foreign Investment in Creative Industries for 2024

In 2024, Dubai emerged as the world’s top destination for new foreign direct investment (FDI) projects in the cultural and creative industries, according to the latest report from fDi Markets, a service from the Financial Times. This marks the third consecutive year that Dubai has achieved this distinction, outperforming 233 cities, including global hubs like London and Singapore.

The emirate attracted 971 new FDI projects in the cultural and creative sectors in 2024, with total capital inflows reaching AED 18.86 billion. These investments have generated 23,517 new jobs, underscoring Dubai’s growing appeal as a global hub for creative industries.

This success is attributed to Dubai’s flexible government policies that foster investment and enhance the city’s attractiveness to investors, entrepreneurs, and innovators. Notably, Executive Council Resolution No. 11 of 2025, issued by Sheikh Hamdan bin Mohammed bin Rashid Al Maktoum, allows free zone companies to expand their operations across Dubai, provided they obtain the necessary permits from the Department of Economy and Tourism. This aligns with the ambitious goals of the Dubai Economic Agenda (D33), which aims to create a dynamic business environment in the city.

Additionally, the “Zero Government Bureaucracy” (ZGB) program, aimed at simplifying and reducing unnecessary governmental procedures, has enhanced efficiency and flexibility in government operations. The launch of the Dubai Culture and Arts Authority’s “International Art Exhibitions Grant” initiative earlier this year has also supported local art galleries and boosted their participation in international events.

HH Sheikha Latifa bint Mohammed bin Rashid Al Maktoum, Chairperson of Dubai Culture and Arts Authority, emphasized that Dubai’s unique strategies and advanced policies have enhanced its cultural and economic diversity, positioning it as a global economic connector and a prime destination for living, working, and visiting. She stated, “Thanks to the visionary leadership of His Highness Sheikh Mohammed bin Rashid Al Maktoum, Dubai has established an innovative cultural ecosystem that attracts top talents and creative minds from around the world.”

Dubai’s consistent top ranking in attracting FDI projects in the cultural and creative industries highlights its commitment to fostering a vibrant, inclusive, and globally connected creative economy.
