Hind City: An Urban Future Shaped by Dubai's Ambitions

Dubai continues to develop its infrastructure as new residential communities take shape across the emirate. Hind City is among the areas benefiting from this expansion, with Dubai Electricity and Water Authority (DEWA) carrying out electricity and water projects to serve growing neighborhoods and meet future demand.

The development follows the directive of His Highness Sheikh Mohammed bin Rashid Al Maktoum, Vice President and Prime Minister of the UAE and Ruler of Dubai, may God protect him, to rename Al Minhad and its surrounding areas as Hind City. Since then, infrastructure projects have continued to support the area’s development, improve quality of life, and accommodate further urban growth.

Keeping Pace with Growth

His Excellency Saeed Mohammed Al Tayer, Managing Director and Chief Executive Officer of DEWA, said: “The authority plays a pivotal role in developing the electricity and water infrastructure needed to support residential, commercial, and community projects in Hind City, in line with its commitment to keeping pace with the rapid growth in demand for electricity and water across Dubai, and in accordance with the objectives of the Dubai Economic Agenda D33 and the Dubai Social Agenda 33.”

Water

He added: “Dubai Electricity and Water Authority continues to implement its strategic projects to develop water infrastructure and strengthen its readiness to keep pace with urban growth across the emirate. These include extending water distribution networks in Hind City to ensure reliable water supplies in accordance with the highest standards of efficiency and reliability.”

The water projects cover a combined 132.8 kilometers of distribution networks across Hind 3 and Hind 4. In Hind 3, the network extends for approximately 66.8 kilometers, with pipe diameters ranging from 150 to 600 millimeters. A further 66 kilometers of pipelines, measuring between 150 and 300 millimeters in diameter, serve Hind 4.

The networks are designed to improve water distribution efficiency and meet the needs of new residential communities.

Power Transmission

DEWA has also completed a 132/11 kilovolt electricity transmission substation in Hind 4, which began operating on May 20, 2026. The facility supports housing projects for Emirati citizens and helps meet rising electricity demand as development continues across the area.

The project included the installation of 132 kV power cables extending a total of 5.674 kilometers, with an overall investment of AED 135 million. The additional infrastructure strengthens the transmission network serving residential and development projects in Hind City.

Power Distribution

His Excellency Saeed Mohammed Al Tayer said: “The number of 11 kV electricity distribution substations and transformers in Hind City has reached 209, forming the backbone of the distribution network and ensuring reliable electricity supplies to residential neighborhoods and commercial facilities. The 11 kV underground cables extend for 121.652 kilometers, connecting the substations, alongside 587.722 kilometers of low-voltage cables.”

The distribution network also includes 388 low-voltage feeder pillars, providing greater flexibility for connections and maintenance while allowing for future expansion.

DEWA continues to monitor property development across Hind City to ensure electricity and water networks are completed on schedule and remain aligned with the needs of new projects.

Four Areas

Hind City comprises four areas: Hind 1, Hind 2, Hind 3, and Hind 4, covering approximately 839 square kilometers.

The city is connected to major transportation routes, including Emirates Road, Dubai–Al Ain Road, and Jebel Ali–Lehbab Road, and includes residential areas designated for Emirati citizens in Dubai.
