Dubai Land Department (DLD) has launched the Emirati Real Estate Business Incubator Program. This initiative is part of the national campaign “The UAE: World Capital of Entrepreneurs”, launched by His Highness Sheikh Mohammed bin Rashid Al Maktoum, Vice President and Prime Minister of the UAE and Ruler of Dubai, with the goal of positioning the UAE as a global leader in innovation and enterprise.
The program is a collaborative effort between Dubai Silicon Oasis, the Academy of the New Economy, and Rochester Institute of Technology – Dubai.

The goal of the incubator is to help participants transition from independent brokers to founders of fully operational, professional real estate agencies. The program combines real-world business training with academic and technological support, empowering Emirati entrepreneurs to thrive in a competitive real estate market.
Empowering Emirati Real Estate Talent
Omar Hamad Boushaib, Director General of Dubai Land Department, emphasized the strategic importance of the initiative:
“We aim to empower Emirati real estate professionals with the tools and knowledge to build successful companies that contribute to the sustainability of the market and strengthen the UAE’s status as a global real estate investment destination.”
He also revealed that the number of Emirati real estate brokers has seen strong growth since the launch of the Dubai Real Estate Broker Program in 2024.
“From just 700 Emirati brokers out of 30,000 in the city, we’ve added over 1,800 new Emirati brokers, who have completed transactions valued at AED 10 billion,” he added.
Integrated Innovation Environment
Badr Bohnad, Director General of Dubai Silicon Oasis, described the initiative as part of a wider effort to foster local talent:
“Our collaboration with the Land Department and academic partners provides a comprehensive ecosystem for entrepreneurs that merges technology, real estate, and business innovation.”
He added that this program also reinforces the role of Silicon Oasis as a center for knowledge, innovation, and future communities.
Dr. Leila Fereydoun, CEO of the Academy of the New Economy, stressed the importance of a well-rounded educational experience:
“We’re offering a modern, hands-on curriculum that teaches real estate management, digital tools, and leadership development. Our aim is to turn innovative ideas into scalable real estate businesses.”
By building a new generation of Emirati-led real estate companies, this program aligns perfectly with His Highness Sheikh Mohammed bin Rashid’s vision of making the UAE a magnet for global entrepreneurs and innovators.
