DMCC has signed a strategic memorandum of understanding with Hong Kong Tincam Capital to explore the development of an advanced industrial hub in Dubai for the manufacture of electrical and energy equipment, in a move aimed at strengthening industrial and investment cooperation between the United Arab Emirates and China.
The memorandum provides a joint framework for cooperation on the proposed industrial hub and for attracting Chinese companies that supply production inputs, as well as businesses operating in the later manufacturing and distribution stages of the value chain, particularly in advanced manufacturing, green technologies, electricity, and energy.
An Integrated Industrial Hub for Electrical and Energy Equipment
The cooperation between DMCC and Hong Kong Tincam Capital will examine opportunities to develop an integrated industrial ecosystem in Dubai that brings together companies involved in manufacturing electrical and energy equipment, along with suppliers and businesses connected to production and distribution.
The two parties also intend to share expertise and knowledge, promote available industrial investment opportunities, and support engagement with Chinese companies seeking to enter the UAE market or expand their operations across the region.
Supporting Chinese Companies Seeking to Expand
The partnership will connect Chinese companies interested in international expansion with DMCC’s business ecosystem, helping them benefit from Dubai’s advanced infrastructure and supportive investment environment.
This cooperation strengthens Dubai’s role as a gateway for Chinese companies to launch investments and grow their operations, while also facilitating access to a wide range of regional and international markets.
The proposed hub is expected to open the door to further industrial investment, particularly in electricity, energy, and advanced manufacturing, while providing a practical base for Chinese companies looking to establish operations in the United Arab Emirates.
Chinese Delegation Explores Industrial Cooperation Opportunities in Dubai
Ahmed Hamza, Executive Director of Free Zone at DMCC, received members of the Chinese delegation led by Guo Hongwei, Executive Deputy Director of the Management Committee of the New Quality Productive Forces Development Fund under the China Economic Reform Research Foundation.
The high-level visit was coordinated by Wu Yufan, also known as Elvis Wu, President of Longdi Group for Greater China.
The delegation also included Ye Xiongzhang, Chairman of Hong Kong Tincam Capital, along with a number of senior representatives from China’s advanced manufacturing, green technology, electricity, and energy sectors.
During the visit, the two sides discussed opportunities to advance industrial and investment cooperation and support Chinese companies seeking to establish operations in Dubai and benefit from its strategic location and integrated business ecosystem.
More Than 1,000 Chinese Companies Based in DMCC
Ahmed Hamza said: “China represents one of our most important strategic markets. More than 1,000 Chinese companies are based in our district, while the number of new companies has recorded annual growth over the past five years. We welcome this partnership with Hong Kong Tincam Capital, as it reflects our shared ambition to strengthen trade ties between the UAE and China and unlock new opportunities in advanced manufacturing and energy infrastructure. This collaboration brings together Hong Kong’s industrial expertise and Dubai’s world-class business environment, enabling us to establish a platform that attracts investment, enhances industrial capabilities, and supports the next phase of economic growth.”
The growing number of Chinese companies operating from DMCC reflects the strength of trade relations between the two sides and increasing confidence in the business environment Dubai provides to international companies and investors.
The new cooperation also highlights the importance of the Chinese market within DMCC’s strategy and the center’s role in supporting two-way investment and developing new opportunities across industry, energy, and technology.
A New Platform for Cooperation Between Dubai and Hong Kong
Ye Xiongzhang, Chairman of Hong Kong Tincam Capital, said: “This partnership reflects the growing flow of investment between Dubai and Hong Kong and provides a practical foundation for close industrial cooperation between the two markets. We will work with DMCC to explore opportunities to establish a world-class ecosystem in Dubai for manufacturing electrical and energy equipment, while creating pathways for Chinese companies to establish and expand their operations in the United Arab Emirates. By connecting industry, investment, and expertise, this cooperation will enable companies to enter new markets and contribute to the region’s long-term industrial development.”
The partnership provides a foundation for developing long-term industrial cooperation between Dubai and Hong Kong by combining Chinese industrial and investment expertise with Dubai’s strong growth fundamentals.
It also gives targeted companies the opportunity to establish operations within a world-class business environment and benefit from a broad network of markets, partners, and specialized services.
New Investment Opportunities in Industry and Energy
Under the memorandum of understanding, the two parties will cooperate to identify investment opportunities, engage with prospective companies, and share expertise and knowledge, while supporting projects that contribute to the development of Dubai’s industrial and energy ecosystem.
The cooperation is expected to attract specialized companies operating across different stages of the value chain, from the supply of inputs and components to manufacturing and distribution.
The proposed project also supports Dubai’s efforts to diversify its economy and increase the contribution of advanced industries, with a particular focus on green technologies and modern electricity and energy solutions.
UAE-China Economic Relations Continue to Grow
The cooperation builds on the expanding economic relationship between the United Arab Emirates and China, with China remaining the UAE’s largest trading partner.
DMCC is home to more than 1,000 Chinese companies operating across a wide range of sectors, including energy, technology, construction, financial services, precious metals, and gemstones.
The new memorandum of understanding adds an important industrial dimension to the relationship between the two sides by exploring the development of a specialized hub for manufacturing electrical and energy equipment, supporting the flow of Chinese investment into Dubai, and reinforcing the emirate’s position as a global center for business, industry, and trade.
